All folders / files should go in your /steamapps/team fortress 2/tf/download folder, make sure the file paths match correctly.

EX: /steamapps/team fortress 2/tf/download/materials, /steamapps/team fortress 2/tf/download/maps, /steamapps/team fortress 2/tf/download/models, etc
